Contractualization, safety issues still unresolved on Kentex's 2nd month - Gabriela partylist

13 July 2015 - As the deadliest factory fire in the country's recent history marks its second month, justice remains elusive for the 74 dead and their families, while millions of toilers remain unprotected from unsafe working conditions nationwide.  Gabriela Women's Party Rep. Emmi De Jesus said that the cries of aggrieved families seeking compensation and prosecution of guilty parties and responsible government agencies remain unheeded.  "Kailangang madaliin ng gobyerno ang pagtugon sa kasong isinampa ng mga pamilyang naulila, kailangan nating alalahanin na wala pa ding komprehensibong batas para tiyakin ang OHS o occupational health and safety ng kahit sinong empleyado. Nananatiling mahina ang factory inspections, mababa ang pamantayan ng inspeksyon sa bisa ng DOLE Memorandum Circular 131-13 na kadalasan ay nilalabag din ng mga kapitalista," De Jesus said.  De Jesus also noted that on top of unsafe working conditions, all the country's workers are rendered slaves of labor-only contracting that violates security of tenure, proper wages, benefits, and the right to organize and strike.  "The outcry over the discovery that some Kentex fire victims remained contractuals for more than 17 years and that 78% of them were agency-hired, casual and piece-rated, the DOLE has done nothing to correct the epidemic of contractualization, union busting and wage theft." The House Committee on Labor and Employment is cobbling together an OHS bill during the congressional recess, which includes the Gabriela version that would abolish voluntary compliance and replace it with a much stricter national inspection system.
